The Energy Leadership Awards were established in 1991 to recognize public officials who have provided exemplary leadership in instituting and advancing energy efficiency in the United States and abroad. The awards are presented at the annual United States Energy Association/Johnson Controls Energy Efficiency Forum; therefore, the winner must be present to receive it.

A person must be nominated by a peer or self-nominated. The nomination form must be completed online and submitted to the Energy Efficiency Forum Planning Committee. A subcommittee of the Forum Planning Committee will review the nomination forms and make recommendations. Members of the Forum Planning Committee will vote on the final award winners, who will be notified before the event. The deadline for receiving nominations is May 16, 2008.

Members of the Forum Committee select these individuals after reviewing application entries and supporting materials. Nomination guidelines can be found here. Awards are presented in the following categories:

Public Service Award
Recognizes a current or former elected or non-elected federal, state or local government public servant who has motivated action to addressing energy efficiency in government operations and has served as an advocate of energy efficiency.

Mayor's Award
Recognizes a current or former holder of a city-level elective office who has made a significant contribution to energy efficiency at the city government level.

Congressional Award
Recognizes a current or former member of congress who has contributed to legislative achievements that encourage energy efficiency gains, particularly in federal government activities.

Governor's Award
Recognizes a current or former holder of a state-level elective office who has made a significant contribution to energy efficiency at the state government level.

International Award
Recognizes a current or former international, federal or state public official who has encouraged energy efficiency internationally.

Douglas Decker Lifetime Achievement Award
This very special award is made only in those years in which an individual fitting any of the other categories has made such a significant, continuing contribution to the development and stability of our energy sources and preservation of the world's environment through energy efficiency gains that they deserve this recognition.

The United States Energy Association/Johnson Controls Energy Efficiency Forum Committee considers nominees who have significantly contributed to energy efficiency initiatives in one of the categories noted above. The winner must be present at the 2008 Congressional Reception or the 2008 Energy Efficiency Forum to receive the award.

Nomination Guidelines:
  • A person must be nominated. A nominator may make nominations for more than one award, but may make only one nomination per award. Multiple nominations of an individual are acceptable.
  • Up to five pages of additional materials (such as letters of recommendation, resume, news clips, case studies or other examples) will be accepted and reviewed.

  • Awards will be based on how well the nominee has shown innovation, provided wise use of public funds, overcome obstacles, advanced the cause and/or communicated success in energy efficiency. The size and extent of the energy efficiency projects he or she has been involved in may be taken into consideration.
  • The Awards Subcommittee of the Forum Planning Committee will review the nomination forms and make recommendations. Members of the entire Forum Planning Committee will determine the final award winners. The Forum Planning Committee is composed of representatives from business, government and non-profit groups who have interest in energy efficiency. The Committee reserves the right not to name a winner in any particular category in any given year.
